Sir Mark Lowcock
Richard von Weizsäcker Fellow at the Robert Bosch Academy – Co-Chair
Sir Mark Lowcock is a Richard von Weizsäcker Fellow at the Robert Bosch Academy in Berlin. Prior to this, he was a Senior Fellow at the Center for Global Development (2021-2024), following a distinguished 36-year career in international development policy, programme management, and global humanitarian issues. His areas of interest include development finance, multilateral reform, governance, the organisation of international development and humanitarian institutions and operational management in fragile and conflict-affected settings.
Between 2017 and 2021, Sir Mark served as the UN Under-Secretary-General for Humanitarian Affairs and Emergency Relief Coordinator. From 2011 to 2017 he was the Permanent Secretary of the UK Department for International Development (DFID). Prior to this, Sir Mark served in a wide variety of posts in DFID (and its predecessor, the Overseas Development Administration) including three Director General posts between 2003 and 2011. A British national, Sir Mark was educated in economics, history, and business administration at universities in Oxford, London, Warwick, and Boston. He is a qualified accountant by the Chartered Institute of Public Finance and Accountancy.
