Rosalia V. De Leon

Monetary Board Member of the Central Bank of the Philippines

Rosalia V. De Leon is a member of the Monetary Board of the Bangko Sentral ng Pilipinas (Central Bank of the Philippines). She was appointed as a private sector representative of the highest policymaking body of the country’s central bank with a six-year term on 20 September 2023.

Prior to joining the Bangko Sentral ng Pilipinas, MBM De Leon served as the Treasurer of the Philippines from November 2012 to January 2015 and from February 2017 to September 2023. As the Head of the Bureau of the Treasury, she championed projects on capital market development, led the country’s efforts on sovereign debt management by directing the formulation of policies on borrowing, spearheaded the development of digital platforms and financial products that promoted better market access to a wider investor base, and advocated for financial inclusion through the creation of investment products that allowed previously untapped sectors to invest in sovereign bonds.

Prior to her reappointment as Treasurer of the Philippines, MBM De Leon was seconded as Alternate Executive Director to the World Bank Group in Washington D.C., USA; held key positions at the Department of Finance, including Undersecretary of the International Finance Group and Chief of Staff of the Secretary of Finance; and served as an Advisor to the Executive Director at the Asian Development Bank.

MBM De Leon earned her Master of Arts in Development Economics from Williams College, Massachusetts, USA and Bachelor of Arts in Economics from the University of the Philippines.
