Shakira Mustapha
Shakira is a Research Lead at the Centre for Disaster Protection. She is a recognised development and public finance expert with expertise across a range of public finance issues, including debt management and government expenditure.
Before joining the Centre, Shakira was a Research Fellow at ODI, where she led research on debt sustainability, public financial management, and climate finance. She has also acted as an advisor to public debt managers in sub-Saharan Africa, including helping the Government of Liberia strengthen public financial management systems. She has experience working at the Ministry of Planning and Sustainable Development of Trinidad and Tobago, mainstreaming climate issues into national policy frameworks and supporting the design and implementation of policy-based loans.
Shakira holds a Master of Public Administration from the London School of Economics and a BA in Economics and Political Science from the University of Toronto.
